I owe the university $ 5000, I visited, I am not able to pay now and do not want to take a loan, if possible. There are awards for outstanding balances?

No, they are not available
As far as I know, no scholarships or grants that could pay the debts of the other school. There are scholarships or grants if you go to school.
Scholarships are available for education today is not paid. The subsidies are just that: promote students to researchers, allowing them to school. You just have to pay. Therefore encourages you to manage your money before you develop a balance, they know that it make no resources differently.
